in california, mitt romney spent sunday in florida before his major foreign policy speech in virginia today. nbc's tracie pots has more in washington. tracie, good morning to you. >> reporter: hi, veronica, good morning. even with those jobs numbers that came out friday helping president obama, we are still seeing mitt romney with a boost after the debate, and today he will argue that under the president, america is weaker against enemies abroad. mitt romney gives a big foreign policy speech in virginia today, but over the weekend in florida, he focused on taxes and president obama. >> they will ultimately have to raise taxes on middle income families by $4 million a year. >> reporter: since last week's debate, which romney is widely regarded as having won, both sides argued the other was dishonest. >> he was a little taken aback at the brazenness with which governor romney walked away from so many of the positions on which he's run. >> reporter: their truth war now on tv. >> not telling the truth about mitt romney's tax plan. >> this was dishonest. >> i'm not in favor of a $5 trillion tax cut.

want to talk a little bit about this speech today. thank you for joining us. what does mitt romney have to do in this speech? what sort of expectations are built up? guest: this will be romney's foreign-policy speech. it is clearly pretty late in the game for him to be delivering a speech like this. early voting has started in the number of states. he wants to continue some of the momentum he built up last week's debate. it's a chance for him to make a clear contrast between himself and the president. more importantly, it's another chance for his campaign to show that there is more of a choice between him and obama and less of a referendum. when romney pick his running mate this summer, there was a sense that this would be a chance for him to outline things for his own and have a policy position that would set him apart from the president. but we've seen over the past couple of weeks at the campaign dynamic has not changed that much. this is just one more issue on which the republicans are trying to get the president. >> what you have seen from the speech so far, is mitt romney going to

've listened to all of these stump speeches, you probably heard them hundreds of times. the mitt romney that you've heard over the past couple of days, how has that message, how has that candidate compared to the mitt romney that you've, that you heard prior to that debate in colorado? >> yeah, i think to just add to the conversation you're having right now with the folks with you. i think that's exactly right. he's really felt looser, more relaxed. this is something he's long resisted doing. telling his more personal side. he didn't speak largely about his mormon faith on the campaign trail. but for the last two days and we expect to hear it again today, he told these personal stories and referred to a young boy he referred, 14 years old with leukemia, who referred to him as brother romney. he used to outsource that responsibility to others. and now he's taken that upon hisself. i think it a lot of it comes from the simple fact that at these events, there's a different sense of confidence in mitt romney than previously existed. a lot of people who came to his rallies for the last sever

of our military commanders. >> to me that sounds like mitt romney is suggesting he'll do exactly what the president is doing. do you have a different interpretation? >> i didn't. i tried to look at the speech through the eyes of a combat soldier. the most interesting thing he said, i thought, was ha hope is not a strategy, but rhetoric isn't either. it was a gigantic missed opportunity to outline really finite fundamental and specific strategies for dealing with the problems he so ably described. in afghanistan, for example, there is a real mess there in the sense that negotiations clearly aren't going to happen. we're not training the afghans fast enough to really pick up after 2014 when we are supposed to have withdrawn combat troops. there is no plan for what happens after december 2014 and the whole thing has fallen into a messy, bloody stalemate. i was looking to romney to provide some glimmer of a way out of that. whether it was endorsing fast track negotiations, whatever it was. i was looking for a plan. i didn't find it there or other things he mentioned. the one specific thin

. that's what i talked about. a lot of mitt romney, you know, i've listened to a lot of his speeches. he talks about the same thing. this is a foundational election. this is an election about what we are. well, who are we, and i think that's why i put this book out there, talking about who we are as americans, because barack obama has a different vision than our founders' vision of what america is to be, and that's fine. he wants to transform america, but from what to what, and this book answers the question from what, a country that believes in our founding documents of god-given rights and limited government and free people being able to form families and communities and build a great america from the bottom up as opposed to president obama's view which is, no. you know, we can't do that anymore. it's not fair. we need the government to make those decisions and allocate resources and opportunity, not the people. so i think more of that talk, and i think, again, if you listen to romney's speeches, he does talk about those things, but we're trying to reinforce that out among the grass ro
